Stanley Street in Collingwood was closed for almost two hours after a suspicious white powder was found on two parking meters.
The police and Metropolitan Fire Brigade were called to the area, between Cambridge and Wellington streets at 11.15pm after the powder was reported by council contractors who maintain the machines.
A Yarra City Council spokeswoman said the MFB reported the substance was harmless and would be washed away.
